API Publishes seventh edition of Recommended Practice 2D
API recently published API Recommended Practice 2D, Operation and Maintenance of Offshore Cranes, Seventh Edition. It establishes general principles for the safe operation and maintenance of offshore pedestal-mounted revolving cranes on fixed or floating offshore platforms, offshore support vessels, jackups, semisubmersibles and other types of MODUs.

US EPA Proposes revisions to Greenhouse Gas Reporting Rule  
The US Environmental Protection Agency (EPA) is proposing revisions and confidentiality determinations for the petroleum and natural gas systems source category of the Greenhouse Gas Reporting Program.

In particular, the EPA is proposing to add calculation methods and reporting requirements for greenhouse gas emissions from gathering and boosting facilities, completions and workovers of oil wells with hydraulic fracturing, and blowdowns of natural gas transmission pipelines between compressor stations.

The EPA is also proposing well identification reporting requirements to improve the EPA’s ability to verify reported data and enhance transparency. This action also proposes confidentiality determinations for new data elements contained in these proposed amendments.

IADC Meets with Texas Railroad Commission to discuss Rule 13
On 11 December, IADC representatives met with the Texas Railroad Commission in Austin, Texas, to discuss issues around Rule 13 on behalf of the drilling industry. Rule 13 deals with casing, cementing, drilling and well control, and completion requirements set forth by the Texas Railroad Commission. Discussions are expected to continue in early 2015.

International Electrotechnical Commission Revises IEC 61892-5
The International Electrotechnical Commission (IEC) recently published an updated edition of IEC 61892-5:2014, the Mobile and Fixed Offshore Units – Electrical Installation – Part 5: Mobile Units.
The standard specifies the characteristics for electrical installations in mobile units for use during transfer from one location to another and for use during the exploration and exploitation of petroleum resources.

It applies to all installations, whether permanent, temporary, transportable or hand-held, to AC installations up to and including 35,000 V and DC installations up to and including 1,500 V.
This third edition includes a technical change with respect to the previous edition – the requirements for protection against flooding have been rewritten.
