Dr Duncan Wood speaks at the 2013 IADC Annual General Meeting about the pending proposal to reform Mexico’s Constitution and open its petroleum sector.

Mexico’s Congress is expected to vote soon on whether to reform its Constitution to open the country’s economy to foreign oil and gas companies and domestic private firms.

If approved, the reform could allow for production- and profit-sharing contracts. It would be the most significant energy reform in Mexico since PEMEX’s creation, said Duncan Wood, director of the Mexico Institute at the Woodrow Wilson International Center.

Drilling Contractor interviewed Dr Wood at last week’s IADC Annual General Meeting in San Antonio, Texas. View the video for insights into the political process for this vote, his ideas on what is driving this reform effort and what potential changes it could bring to the drilling industry.
